ISO 27001 vs SOC 2: choose the assurance signal your buyers need

ISO 27001 and SOC 2 both help a technology company demonstrate that it manages security risk. They are not interchangeable certificates, and neither one is automatically the right first investment. The decision should follow your buyer requirements, operating model, target markets and ability to produce evidence.

This comparison is part of the ISO 27001 startup guide hub. For implementation details, see ISO 27001 implementation support; for the SOC 2 route, use the existing SOC 2 guide.

Short answer: ISO 27001 is an internationally recognised management-system certification. SOC 2 is an auditor's attestation report against the AICPA Trust Services Criteria, usually requested as Type 1 or Type 2. Start with the assurance artefact your next important buyers actually accept.

What each framework produces

ISO/IEC 27001 certifies that an accredited certification body has assessed an organisation's Information Security Management System (ISMS) against the standard. The organisation defines its scope, assesses and treats information-security risks, selects applicable controls and demonstrates continual management-system operation. A certificate normally runs on a three-year cycle with surveillance audits in the first and second years and recertification in the third.

SOC 2 is an attestation performed by a licensed CPA firm against the AICPA Trust Services Criteria. Security is the common mandatory criterion; availability, confidentiality, processing integrity and privacy can be included according to the report scope. Type 1 assesses the design of controls at a point in time. Type 2 tests whether controls operated effectively over a period, commonly six to twelve months. The report contains auditor procedures, management assertions and detailed findings rather than a one-page certificate.

Where ISO 27001 and SOC 2 overlap

Both programmes need accountable leadership, a risk-based security approach, access management, change control, incident response, vendor oversight, secure development, backup or availability practices, workforce awareness and evidence. A well-designed ISMS can provide the policies, owners, risk decisions and operating records needed for much of a SOC 2 control environment.

The overlap is not a licence to copy one checklist into the other. ISO 27001 requires management-system processes such as scope, risk treatment, Statement of Applicability, internal audit and management review. SOC 2 requires an assertion about controls and evidence aligned to the selected Trust Services Criteria, with auditor procedures shaped by the report. Map the shared process once, then preserve the additional questions each framework asks.

For example, ISO 27001 may require you to justify a control selection in the Statement of Applicability. SOC 2 may ask for samples of user access provisioning, review and termination during a defined period. One risk register and access process can support both, but the evidence index and audit testing will differ.

What is unique to ISO 27001?

ISO 27001 does not prescribe one technology stack or require every Annex A control in every situation. The organisation selects and implements controls appropriate to risk and obligations, then explains decisions. Certification is also not a penetration-test badge or a guarantee that no incident can occur.

What is unique to SOC 2?

SOC 2 is not legally required by US law, and ISO 27001 does not automatically satisfy every SOC 2 buyer. Procurement teams may accept an alternative, request a bridge letter, or insist on a current Type 2 report. Ask before investing.

Which do enterprise and US buyers ask for?

There is no universal geographic rule. Large UK and European enterprises, regulated suppliers and international procurement teams often recognise ISO 27001 and may specify an accredited certificate. US software buyers and venture-backed technology companies frequently ask for SOC 2 Type 2 because their vendor-risk process is built around that report. Global buyers may request both, especially where a supplier serves different regions or regulated customers.

Read the exact request: “ISO compliant” may mean a certificate with a defined scope, while “SOC 2” may mean a current Type 2 report covering production and customer data. Ask whether a readiness letter, ISO certificate, SOC 2 Type 1 or independent security assessment is acceptable, and how recent the evidence must be. Sales urgency should influence sequencing, but not lead to an assurance claim you cannot support.

Should a startup do both?

Sometimes. A shared control foundation can make a second programme efficient, but dual audits still create separate planning, evidence and auditor interactions. Doing both simultaneously without clear owners can overwhelm a small team. Decide whether the incremental commercial value justifies the operating burden.

Choose ISO 27001 first when:

Choose SOC 2 first when:

Plan both when:

Different material buyers demand different artefacts, the product and control environment are stable, and leadership has allocated internal owners. Build a control crosswalk, keep one risk and action process, and schedule audits so evidence is not recreated twice. Get each auditor's scope and evidence expectations in writing.

A sensible sequencing decision

Interview five to ten target buyers or procurement contacts. Record the requested standard, acceptable alternatives, scope, recency and decision deadline. Perform a readiness assessment that includes the operating evidence period, not just policies. Then compare the cost of implementation, certification or attestation, technical remediation and internal time.

Do not let a framework label conceal foundational weaknesses. Weak identity lifecycle, untested recovery, unmanaged suppliers and absent incident ownership will slow either route. A startup-sized ISMS described in our ISO 27001 for startups guide can provide a strong base, while a proper readiness assessment turns the choice into a plan.
